I am thinking about a reverse approach.

Education means access to education; improving the enrollment rate in primary schools; literacy campaigns ; building kindergartens and schools; training for educators; providing teaching materials.
Learning is the process that causes a change in knowledge and behavior.
The training centers help the literacy and education gap among women.

I agree. But isn’t this more a political topic? Given that our target group are rural women, we focus on stressing the need to send their children to school. I guess that is what you mean with “improving the enrollment rate in primary schools”. But setting up the infrastructure is something that needs to be done on a government level. Sure, we’ve seen communities set up their own “grassroots schools”. But I think this should be more a top down than a bottom up approach.
